Engagement of Unemployed Youths Overview
Unemployment of educated youths is one of the major causes of concern of the state. In order to minimize the negative impact of this problem, Dr. Himanta Biswa Sarma, Hon’ble Chief Minister of Assam led government in its first cabinet, held on the 11th May 2021, decided to start the process of recruitment of 1,00,000 (one lakh)educated youth of the state in Government sector. To address this issue, a Committee under my Chairmanship has been constituted to expedite the process.
Accordingly, the Committee has requested all the Administrative Departments to submit their present vacancy position of the sanctioned posts on the basis of essentiality and non-essentiality as per present requirement.
So far, almost all the Departments have submitted their existing vacancy positions as well as creation of new posts as per their requirement and nearly 1,00,000 vacancy and new post creation proposals have been received. A list regarding the requirement of various departments is attached below :
It is submitted that this is only an indicative list and the actual number might vary after a complete analysis of the requirements furnished by the departments and after taking into account the factors of essential versus nonessential posts. The moot idea of the entire exercise is to make the entire administrative mechanism efficient and service-oriented. While calculating the posts, the requirements of new districts, sub-divisions, hospitals, etc. will also be taken into account. I would like to further emphasis that a legislation will be brought in to streamline the entire recruitment process with proper delegation, structures. While the established recruitment platforms will continue their functioning, new mechanisms will be introduced. For efficient handling of the entire process, possibility of ROP wise recruitment modality will be explored.
